I just tested my install and my FarHarbor content is still working. The mod date on my Fallout4.ini is April 10, 2019, could be I modded something or moved it to my HDD from SSD on this date, I don't know (IIRC I think I tried a couple unnecessary ini tweaks to kill god rays). Released once a month from March to August 2016, each expansion pack adds a variety of different content, with Far Harbor being the largest in terms of additional gameplay and Nuka-World being the largest in terms of file. That will remove the DLC listing from the Plugins.txt file Fallout 4 uses to determine what DLCs or mods are active. I got FarHarbor working via the linked tutorials in June 2018. I can't imagine why what I see today differs from the tutorials.
